When I press the horn it makes a clicking sound, but nothing as far as what a horn should sound like, the fuse isn't bad, where is the horn located?

Sounds like its time for a new one but before you buy one check the connection, it maybe loose or may have some corrision. Check under hood in front of radiator or under car by headlights. Good luck
Had this issue on a 2012 focus. Called the dealership and they said Ford issued a replacement part for the horn assembly. It was cheap ($27) and easy to replace. That took care of the issue
I am having the same problem with my Ford Focus 2014. Ford dealership told me it would be $250 to find what is wrong before they can fix it for the additional costs. That is bullshit.

Hello Laura, I having same issue, same car, have you fixed?
My son has a 2014 and has the same horn issue. Interested on Fords response on your problem. Total BS to say you have pay. It is a defective product.
Last night(11/30/17) I troubleshooted my non-operating 2013 Focus horn. I found the horn circuit fuse good, steering wheel horn switch good & horn relay good. I concluded that the horn power supply cable and/or horn were the most likely the causes. The horn is located between the front passenger tire and the front bumper cover and requires the removal of the splash shields below the engine compartment for access. I jacked the front of the car and placed the car on jack stands desinged to support the car’s load. I disconnected the horn power supply cable female connector from the horn’s male connector, unbolted the horn support bracket(10 mm socket) and placed the horn on my work table. I disconnected the horn 1 and horn 2 electrical power connections. All electrical connections were corroded/oxided so there was no electricity flowing to either horn. I used brass brushes, emery cloth and electrical contact cleaner to clean all the electrical contacts. I also went underneath the car again and cleaned the female connector on the power supply cable. I reconnected the horn 1 and horn 2 electrical power connections. I then tested both horns using a jumper cable connect to the battery and ground cable and both horns worked. I then went back under the car, reassembled the horn & reconnected the electrical power connections. I tested the horn by pressing on the horn switches located on the steering wheel. I have a 2011 Ford Focus SEL. When the car was inspected for a Virginia approval sticker I was told that there are two horns (high and low) and I need to replace one of them. 8 months later my horn is not giving a strong sound at all. I have had cars for over 50 years and never an issue with a horn !! What is going on??

What Should You Do If Car Horn Is Not Working? Your car’s horn is a safety feature built into the car to help get others drivers attention if they start to get into your lane, or in other situations to warn people around you of your presence to prevent wrecks or injury. This is why it is important for you to have a functioning horn. Sometimes though your horn may stop working. Normally there are a few possible problems if this happens. rodents keep eating the wires. Ford made the wires out of a soy product. The dealer told me not to park the car outside. Ford Focus is a lemon...
