must be the switch resistor itself..if all fuses are ok...some have 1 for high and 1 for the others..but every car is different...

It's definitely Kelly's answer. They are relatively cheap, even new. Maybe a half-hour job if you go in blind. YouTube it first.

Replace the blower 'resistor'.....apparently the fan motor really only has one speed (high or 4) and the resistor is used to create the lesser fan speeds 1,2 and 3)…..take out the glove compartment door to access the resistor.
