emergency brake

my emergency brake on ford freestyle 2006 won't set. If I push it down, it holds
car when accelerator is pushed.  Brake light on panel is on and alarm sounds
for about 1 minute, then shuts off, but light stays on

The main reason I posted this code, The info shows normal parking brake operation. It will give you an idea how the system works. I did look at wiring diagram for parking brake switch, two wires, one is ref voltage, the other is ground. When the switch is activated the ref voltage goes to ground and the sjb knows it. My first thought, the mechanical mechanism for parking brake is faulty. Could be other issues?
