Car won't start, starter clicks, cylinoide clicks, but both are brand new. Help?

Check battery voltage. If low fully charge it. Inspect and clean the battery connections. Also inspect and clean the negative connections on the frame and motor.
All of this has been done. New battery. I've even switched relays! I'm stumped.
Check solenoid wire voltage. It should be getting 12 volts to it when key in start position. If less than that then look back at relay and ignition switch. Has car been parked for a long period of time not driven.
Also check large wire to starter. Is it tight and does it have twelve volts on it at all times?
Has car been parked un driven for a long period of time? If so take all the belts loose from the pulleys. Sometimes they will seize to the pulleys do to light rust. This will cause engine not to be able to turn over.
