Does failing serpentine belt prevent car from starting?

My car wont start sometimes - I had an oil change a month ago and was told I
need a new serpentine belt - could this be the reason? When it doesn't start -
it is silent - the engine isn't turning over. I give it a minute, and luckily, it comes
around (so far!). So I'm wondering - could it be the bad belt? Do I need a new
starter? Or something worse?
