Check the shut off switch behind the carpet on the passenger side of your rig make sure it is engauged fully there are no fancy sensors on a '92 but the switch itself could be to blame. There is a video on you tube if you search for a 1991 Ford Explorer it is an advertisement/ instructional video from ford themselves this will help you find the switch.
