Heater/AC supply problems

i have a 2003 Pt Turbo w/ 78,000 on it. After 45+ minutes of driving the supply of air from vents stops. Changing temp, fan speed and air selection does not change anything. The fan is continuing to run but the air sounds like it is being restricted.
After turning off the system completely or shutting off the car and letting it sit for 10-12 min. everything works again for another 45 min or so of driving.
It doesn't matter if it is in heating or cooling mode.
Is this a control panel issue, a cooling fan relay issue or a blend / direction door issue.

Thanks for the quick response. What would be my next move ? I had a blend door problem on my F150, which caused the supply temp to fluctuate and I replace a blend door actuator. Does the PT system have the same type of actuator?
