Headlights

I put in new bulbs the ones that are suppose to give the brightest light and the lights are very dim..  you can drive with brights on and it is not enough light to see well and no one else notices.    How can i improve the brightness of the light..    I cleaned the headlight overs and use 2000 grit sandpaper and they look clean and clear and still the headlights do not seem to give enough light to drive safely..   Any ideas?
