My 2003 Dodge Grand Caravan transmission is not working properly.

When driving in the country, when I come to a stop at  a stop sign, the transmission
downshifts hard on the 3/2 downshift.  It does not do it while driving in the city.

I know it is a transmission problem; just thought I might get an idea what it might be.

Could be timing belt or may need work done. Just depends. Have you added any fluid? If nothing works simply the transmission could be going bad. I have 2003 caravan se and had a smiler issues and needed the transmission fix.

Is it the original trans? What kind of maintenance program do you have on the tranny since you owned the vehicle? Just checking the dipstick is not maintenance. I have always done flushes and then 24k miles after the flush , a new filter and refill to specs. I only use synthetic trasns fluid. With the advent of computer controlled trannies the internal heat factor inside the trannies has increased dramatically.causing many sludged and burnt out trannies.
