Can I take my 16" tires off my 2002 Chrysler
town&country and put on my 2004 dodge grand
caravan that had 15" tires on it?

You cannot put 16" tires on 15" wheels. The wheels and tires can probably be swapped. Try one out to see for sure.

I didn't mean put 15" tires on 16" wheels. I meant putting 16" tires and wheels on van that usually has 15" tires and wheels. I didn't know if they would rub or not

Try them out. You don't say what size the tires are but the outside diameter is probably pretty close.
