When I use the 4x4, is it ok to drive 24 miles on
snow, not heavy, but it has a few inches with it on?
What is best, low or high? And to engage them, do I
put the car in park n turn them on the hib caps?

Using 4x4 on snowy roads is a good idea. I would use high range out on the road. If you have manual locking hubs then lock them in and engage the 4wd. You can lock hubs in park or with the engine off.
I ask. Because someone told me I should not keep hubs locked and drive in 4x4 for long periods of time.
I would say yes. If you hit dry patches of road you can always shift back into 2wd. Dry straight roads are OK but dry curves are transfer case killers.
Using 4x4 on snowy roads is what it is built for. Like "Full_of" said, you can always shift back to 2 wheel drive on the dry patches of road and you can do that while moving.
