Is there a fuse panel underneath the hood, or anywhere else?

The turn signals, and tail lights/brake lights don't work. I found the fuse panel on the driverside floorboard, but none of the fuses where blown. Is there another fuse panel somewhere else?

try plugging in the wireing harness. more than likly the car has been wrecked and it just hasnt been plugged back in .
