nope, below the back seat and below the carpet is a trap door. Remove the trap door, unplug the connector(s) on top of the gas tank, remove the tiny screws (don't lose them), undo the two lines to the gas tank - remember which is which, and then pull out the sending unit / pump.

where can you get a fuel sending unit for a 91 festi? hard part to find.

Post a wtb ad on wwwDOTfordfestivaDOTcom and I'm sure someone should have one. And in the meantime you can look for a pick n save / pick a part / lkq / copart / other types of self serve junk yards for a Festiva. I doubt rockauto carries the sender but if it were for the pump itself, you could look at the interchange chart an find all kinda of cars that use the same pump. You might also ask if the aspire sender will work but I'm not sure if it does or not.. Good luck :)
