700r shifting problems

I have a 1991 gmc sierra 1/2 ton pick-up. Shortly after the purchase the transmission
went out. I purchased another from a wrecking yard and it never seemed to shift well
into 2 or 3rd. Once in drive it runs just fine and shifts in and out of overdrive with any
hesitation. Currently it shifts into 2nd at 15 mph and 3rd at 25 mph It sounds like the
clutch slips going through these gears, but once into drive, all seems good. I have
checked the tv cable and slightly increased the tension, which  hasn't helped to resolve
the issue. would this be the clutch disks or torque converter issue?

The issue is trying to buy transmissions from wrecking yards- c'mon- you know up front it's a wreck- amazing that it works at all-
