Do I need a new transmission   had the tps
changed and now  she won't shift out of second  
only revs like she's in neutral

I'm afraid ur gonna have to take it to a transmission shop unless ur getting a check engine light then u need to get the codes but if the engine is idling and ramping rpm's up normal, that's what the throttle positioning sensor is supposed to do. You can check the tps sensor to see if it has a dead spot on it by checking with ohm or voltage meter but looks like transmission issue. Is fluid level ok? when was the last time u had the transmission serviced?
