My radiator hose had a hole and wet the wire

I have a 93 and I put fuse in and blow right after I
turn my light switch on is there suppose to be a
black tar substance on were all wire connect on
fire wall

There should be a grommet of some sort to protect wires through the firewall. Check all harness connector ends too, that they're not pulled out/stretched wires, and no frayed wiring anywhere. Obviously you know the circuit that is affected since it keeps blowing the fuse. Most parts places have assorted grommets. IMO Napa has the best selection of items like that.
