Why is my 97 GMC 5-speed 350 vortec not running just cranking

I have a 97 GMC 5-
speed 350 vortec and
it will not start it
cranks and cranks and
cranks and acts like it
wants to start but don't
how do I make sure
that it is in time or not
and they was a guy
told me that it could be
this little thing in the
distributor under the
rotor button could that
be right

replace fuel filter...an listen for fuel pump...could have went out?
