Tailgate won't open how do I fix it?

There are rods and cables on the inside that pull those ears in to release it, it may just be rods on yours and no cables, either way there is too much slack in the setup and you need to remove the slack or something is broken.

There is a panel on the inside that comes off.

If you can get the bezel that is around the release latch loose, you can reach in under the latch and squeeze the two rods towards the center which will release the tailgate.

It's not easy with a Suburban. First you have to release the glass panel above the tailgate. With mine, the tailgate was stuck closed, the tailgate was stuck in the locked position and would not release. So I had to remove the bolts holding the latch inside in the middle just above the tailgate release lever on the outside. Remove the plastic and metal covers over the release mechanism. Then using a screwdriver, pry the locking latch which prevents the tailgate release rods from releasing the tailgate. The locking latch will pry outward toward the tailgate release handle on the outside. This allows the latch on the release rods to slip past the locking latch and unlock the tailgate. This is a work around for a stucl tailgate lock in case the key will not unlock the lock latch, so at least you can open the tailgate even though the release handle on the outside is locked. The correct solution is to replace the tailgate release handle lock, which requires removing the release rod mechanism. Not a simple fix, but the work around is not too hard and will work as long as you can open the flip up glass lid and you have your trusty heavy duty long handle flat blade screwdriver to pry in the locking latch.
