Loose tube in oil pan

Was changing the oil and this tube fell out of the oil pan
approx 2 inches long

I don't think it's the oil pump pick up tube, but don't quote me on that. The pick up tube is bigger, has different ends on it, and curves more. This looks like it might be the bottom of the dip stick tube. Someone in the past couldn't get the old one out so punched it down into the crankcase. Has this motor even been rebuilt?
