Can the day light running lights be programmed to function in a June 2002 Manufactured A8L

Canada requires automatic daylight running lights as soon as the engine starts. Is this ia programmable function at the computer level?

Part of Dealer Prep is to confirm your car meets all standards in the area that it's licensed in. Back in 2002 that probably was not a requirement. Most safety features are "Grand-fathered" in if your car was built before the new requirement was in effect ... so I would be surprised if your car needs to meet that requirement

i would not worry about day time running lights most half the people i see never have any lights on at al at any point in the day or night. if it was not built into the car it is not a requirement.
