Your emergency brake cable may be stuck or broken because the only reason the brake light would be on is there is a problem with the brake system or the emergency brake is on.

If i put the car in neutral i am able to push it tho.its driving me crazy.at the moment i cant afford to take iy to a shop so i am trying to nut it out myself.sometimes the prnd will flash but after disconecting the battery it is fine

Oh you have two separate problems that is why the brake light is on low brake pads. If the PRND flashes there maybe a problem with the shift solinold that is on the side of the transmission were the gears are shifted.
