Temp gauge goes up to 195 then drops to 160 and keeps doing this over and over

I have a 95 jeep grand Cherokee and it won't
blow heat and it won't stay up to temp keeps
dropping off I have replaced the thermostat the
radiator the water pump and I pumped the
system up and holds pressure but when running
hoses are not hard and it doesn't blow heat I
don't know what it could be

Sounds like air pockets in the cooling system, needs to be purged out by leaving the radiator cap off and run up until the thermostat opens and adding coolant as needed. It may overflow out the radiator until the thermostat opens but that would be air coming threw.

If you can, park the car facing up hill which will help the air pockets rise.
