1997 Jeep grand Cherokee

Sometimes my jeep will start up and sputter
out. Sometimes it it won't turn over at all
even though it wants to. My brother insists
it's the fuel pump but my fuel pump isn't
whining or making any loud noise and
usually when a fuel pump goes out, it goes
out. This has been going on for the last
month. I believe that it's a relay or a sensor.
Does anyone have any ideas before i have to
stop my gas tank and replace the fuel
pump?

Im having the same problems with my 1997 jeep all the electrical is fine my dad sayed that it could be bad fuel but ive been running it and it there shouldn't be that much bad fuel in it
