After having an alignment done twice , when I
press the brakes the steering wheel and while front
end shakes, it feels like the wheels are going  to fall
off, but it only does it sometimes

This is a common problem. It is caused by warped rotors and or stuck caliper slide pins. The only way to fix this is to either refinish or replace the rotors and pads. They are a set after all. And check the caliper slide pins. The caliper slide pins allow the caliper to move on it's mount to follow the rotor if the surface becomes uneven, from warping. These pins can get stuck and not allow the caliper to move enough to follow. Or the rotors are so badly warped that they dont have the travel to compensate for the warping.
