Are all 99 grand cherakee the same differential ratio for front axle

No, the front axle gear ratio has to match the rear end gear ratio. You don't know what is in there until you look it up. A lot of times it is marked on the door sticker, or RPO numbers in the glove box.
If you post the engine size and transmission type, we can look it up. As stated above, the front and rear will be the same.

The 4.0L engine Grand Cherokees have 3.55 gears with 3.73 as an option. The trim, engine and transfer case type all affect the gear ratio. It is probably best to check the tag on the rear differential.
