How do I determine if the base timing is set at zero degrees, and if not reset it
to the correct zero degree position?

Ignition timing is set by the ECM based on throttle, load, rpm, temperature, etcetera. It can not, and should not be set manually. Knock sensor can retard timing instantaneously but this engine does not have one...the six cylinder engine.
