Brake lights ONLY on when headlights turn on

I'm having a different problem. Car off or on with headlights off, step on the
brakes and no brake lights come on. However, if you turn on the headlights, ALL
the brake lights come on, without stepping on the brake pedal.

We found the problem. The issue was a shorted circuit board in one of the taillights assemblies. Ordered 2 replacement assemblies from Amazon, plus new bulbs and bulb holders as recommended by other buyers. Lights have worked great since, and total cost was around $105. Plus about 30 min of labor by me.
