catalytic converter is getting red hot

The #2 bank catalytic converter is getting red hot.i just re built the engine the
upper converters are new.before i replaced that the old one was plugged

The converter is plugged, you need to purchase a new one...

Fix the problem that is causing the cats to go bad before you waste money on new cats.
