2002 Jeep Grand Cherokee Laredo Air Circulation issue

I am getting cold, strong air flow out a couple of
the vents. Others, flow seems to be restricted.
Also, if I switch air flow to the floor there is
nothing. Only blows out the defrost vents. Any
ideas?

Sounds like the selector switch or it might operate on a vacume, if so the line might be broken.
