how do you reports a scam

I'm selling a car and have gotten lot's of inquiries and offered but  they don't
seem to be real as they never reply once I say yes that the car is still available.
But if you can see my inbox (Guru9VF95), I was contacted by a Ryan that
wanted to purchase my car in PA from Michigan  COD or sending half the
money and then half.  I believe this is a SCAM and I want to report it.
