See if it will start with a jump start. If it starts, the problem is the battery, and possibly the alternator if it doesn't run at 13-14 volts. If a jump doesn't start it, you should be looking at the starter and loose/corroded wiring.
Weak battery. Try a jump start.
It's not the starter brand new.....new battery replaced the tipm....5 clicks then it will crank it has short cranks

Had this problem. The cables coming right off the battery posts were the problem. Walmart (ironically) has what you need. 94 ZJ Laredo.
New starter-new altenater-new battery. Clicks each time I turn ignition then all of a sudden cranks
I have a 2004 Jeep Grand Cherokee, same problem, only one click sound. So i bought one new starter + a new alternator + big 3 wire with new ground wires. Getting tow the car to the shop and see after all the parts are install what's happen.
