My 2004 Jeep Grand Cherokee overheats in city traffic driving (anything less than 50 mph)

It has a new radiator, a new thermostat, and the fan is operating properly.  My
mechanic says the water pump is OK (based on pressure) and he did a head
gasket test and that too was OK.  Once it gets up to 230 or 240 deg if I drive it
at highway speeds it will cool down within a half mile or so to 210 deg

it almost has to be a fan clutch. it might feel ok at idle, but breaks down under load as it heats up. then cools off at speed when air is drawn across the cooling fins. is the fan schrowd still in it? a body lift creating a modified fan shroud? Good lock. Oh! something just struck me. some of these older jeeps had merge valves. they look much like bleeder screws on a brake caliper. trapped air up high on the head will defiantly create this issue... look around for two or three of these.
