1991 Jeep Grand Wagoneer Brake Issue

I bought a Jeep Grand Wagoneer I've been wanting one of these for
decades, and I knew she'd be a project. I bought without any inspection, It
drove so I bought it. I took it to a carb shop and he said the engine had all
new parts. The brakes were BAD. Hard to press when moving. He sent it to
a friend who does brakes, and they installed a brake booster, and new pads
all the way around. They still aren't working, the brake guy said he was
getting 8psi for vacuum pressure, and that the brake booster needed 10psi
to work. Any suggestions? I haven't been able to reach the Carb guy, but
thought I'd look on line and see if I could learn anything, or if anyone had
suggestions.

I know they changed the brake booster, not sure about the check valve, the engine was gone through by a carburetor guy and he checked all the vacuum lines. Concern from the brakes mechanic was that the boater was in pieces when he pulled it out and he worried possibly some could be blocking the lines, but he’s not sure. He suggested I do a compression test which I agreed to, but both mechanics were unsure why the vacuum. pressure was low. Also after idling for a while the oil pressure was dropping to almost zero. Carb guy said the engine was tuned and he didn’t see any vacuum issues when it left the shop to go to the brake guy. I’ll ask about the check valve. I was also wondering if maybe you could splice the vacuum line with a narrower tube just ahead of where it attaches to increase pressure to the brakes, but neither mechanic knew if that would work.... I really really love this car, but my husband thinks I’m a bit crazy and possibly wasting my time

They said they replaced the valve with the brake booster but tested the vacuum pressure coming form the engine and it wasn’t putting out enough pressure
