I have a 1997 Audi A4 Quattro 2.8 and I tried starting it put it won't turn all the way over, I just changed the oil and two months ago I put a new battery in it. Now could it be the plugs, and is it

Its probable a bad starter. The 2.8L engines tend to have the main lead wire between the points and the solenoid rot off.

depends where you get it. I got mine from a wreckers luckily almost brand new for 67$ Canadian. But new they run from 130- 500$ depending where you buy it. Installation is also roughly going to take 2-3 hrs due to the amount of parts that need to be removed to fix it. I would suggest going under the car and checking this part out before jumping to the conclusion it needs replaced tho. its possible to replace this part on your own if you got the right tools. this may be a little random but when was the last time the timing belt was done?
