ABS is sticking when pushing on brake pedal

Changed rotors and pads but it still sticks like it is one ice just need to know what to do

What do you mean by "Sticking"? ABS systems only apply and reduce brake pressure at individual wheel when the brakes are applied. Is the car skidding one wheel? Are all of the brakes dragging? Does it pull one direction when braking? Is the ABS light on? Rotors and pads are not the ABS system.
