My 2003 lincoln town car sat for a while during rain storms and now passenger side front and rear flooded. Engine will not turn over.

My 2003 lincon town car sat for a while during rain storms and now passenger
side front and rear are flooded.  The engine will not turn over.  There are some
electical circuits working like accessories, door locks, radio, fan, but no
dashboard LEDs, only brake and abs when turning key.  Are there electrical
components or a computer under the passenger seat that could have gotten
wet to prevent start?  I replaced the battery.

hard to say, but it seems like they have with the no start you are having. You can try to let the car dry out for a few days and see what happens...
