Do the shoes n pads on the rear brakes ofa 2003 lincoln town car both have to be changed at the same time. Just the pads sare worn the shoes still have 50% life left.

The shoes are just for the parking brakes. Unless fouled by gear oil or brake fluid or driven a long distance with them applied, they never need replacing.
