1995 hesitates then shifts. were do i find the odb plug?

My daughter is havingproblems with intermittent hesitation before the transmission shifts. She loves her car and would like to keep it. She has only 74k and got a pretty nice car for a decent price. I have an odb reader but as of yet havent found where to plug the reader in?

OBDII became mandatory in 1996. So it may or may not have one. What engine?
