1997 grand marquis has intermitent cranking problem

have checked voltage at starter and solenoid. have 12,6 at all the time hot to solenoid. i have 5.9 volts constant on small solenoid wire with ignition off.

That's a strange reading on the solenoid. I think I'd just replace the solonoid/starter as a unit and go from there.Not sure if there is a starter relay, if there is, replace it. You can look it up.
