AI Cardone refurbished LCM does not fix the headlights off problem - what next.

This is the classic 'All lights work except headlights - high beams only with flash to pass'.  Thought I'd be home "free" with the replacement LCM.  Are there any other components, relays, switches etc which could be causing the problem?

Could be the headlight switch itself (not real likely), or a defective LCM. You could always return it and get another. Has anyone heard of the headlight switch going bad? Does it have the automatic feature? Maybe get one from a junk yard and try it?
