They are two different things. A regulator regulates fuel pressure to stay within a certain range (usually 50-60 psi) and a sensor reads the fuel system pressure for the ECU to monitor and adapt to whatever fuel pressure the sensor is reading. Both a sensor and the regulator can have very similar symptoms, so I would try to do more research and troubleshooting before throwing parts at it.
