I have a 1999 Mercury Grand Marquis, My headlights, turn signals, hazard flashers, dash lights and inside dome light quit working, What could be the cause of this problem?

Lighting control module LCM. Rebuilt ones available on EBAY.. Factory defect.
Ford has recalled 2003-2005 for this the NHTSA has the recall going back to possibly 2000. If anyone has this issue with any Grand Marquis prior to 2003 PLEASE report it to the NHTSA at www.nhtsa.gov
CHECK OUT YOUR GROUNDING STRAP BETWEEN THE FIREWALL AND THE BACK OF THE ENGINE. IT IS AN UNINSULATED LENGTH OF BRAIDED CABLE AND IS THE GROUND-RETURN PATH FROM THE PASSENGER COMPARTMENT TO THE NEGATIVE POST OF THE BATTERY. IF THAT IS BROKE, YOU HAVE LOST CONNECTION TO THE NEGATIVE POST OF THE BATTERY
I have a 1996 Grand Marquis w/same problem. I replaced LCM 2 xs problem didn't go away. Just found out I had 18 amp circuit breaker where 20 amp circuit breaker should go in fuse box inside the car.
