What's wrong with my car

My 99 grand Marquis sits low in the back n
scrapes or boom when going over speed bumps.
The tires also remain on the ground when I jack my
car to change any tire what will fix this issue

Has it always been this way since your owned the car or did it develop over time? In any case... Unless you've got ten 50#bags of concrete in your trunk, you clearly have issues with your rear suspension if the vehicle is unloaded. This could be from worn, mis-installed, or improperly cut springs (from a bad suspension lowering job). Shocks/struts could be completely shot (most notable if there is a bunch of rebound up and down after going over bumps)...or both issues. This should be easily diagnosed from any half-way decent/reputable shop with a short physical inspection.

Do you have air suspension in the rear? Could be air shocks, or pump. That's what it sounds like to me. Replace with springs and get rid of that troublesome stuff if you have it.
