Car wont turn over with the ignition switch

I have a 2000 mercury grand marquis. The
problem im having is the car wont turn over
with the key. Ive got a way to turn it over by
running a wire from the inside of the car to
the starter. While turning the key the dash is
the only thing that comes on but it making
NO NOISE AT ALL. is it due to starter going
out? Or could it be the ignition switch itself?  
Ive tried putting it in neutral and still no
noise.

While trying to crank my car up i have to make sure that the key is in the ON POSITION before pressing this button i have running from the inside of the car to the starter

Like I told you in my first answer if putting it in neutral does not work most likely the ignition switch.
