2000 Grand marquis tops out at 60mph and slows down to 25mph

Recently purchased a 2000 Grand Marquis with what I believe to be
transmission problems. The car tops out at 60mph and if I need to let off the
gas for whatever reason I can not accelerate any further It just free revs until
i slow down to around 25mph. Once I slow down it starts all over. I took it out
today and turned OFF overdrive and everything works as it should and shifts
smooth any ideas on what could be limiting it with overdrive ON?

Put in some Lucas transmission additive, or Best Line drivetrain additive. how long since the fluid was changed? When having it done, one must remove the torque converter drain plug and drain it. That fixes overdrive shudddering, also. Trans X is good too.
