Is the car running when you do this? May be some sort of automatic dimming for the lights depending on how bright or dark it is outside?

running or not, parking lights on dash when turned on the draw gives me about half on my digital clock, you can see its sucking the juice from somewhere, removed the fuse, on dash, no draw on clock, however no tail lights. I changed out the lighting control module, I think it may be the lighting switch itself, I don't know yet, Thanks Mark.
