2001 Grand Marquis made clunking noise while approaching light, then died. Won't crank when I use the ignition

While I was approaching a stop light, the car made some
clunking noises. I didn't realize it was mine at first (couldn't
feel it, so it wasn't horrible knocking, I thought it was the car
next to mine). After I stopped, the car stalled. That's when I
realized that sound must have come from me. I know I had
power up until after I stopped because my brakes and
steering didn't go out before the stop.

When I tried to start it again, it attempts to turn over, but
stops abruptly. Took the battery to get tested, came back
perfect. Towed it home and am dead in the water.

History - I know I have a cylinder misfire according to the
guys at midas about a year ago. A/c hasn't worked for
years. Electrical has always been a little iffy (nothing major,
sometimes the windows don't want to roll down/up,
headlights don't always turn off when I turn them off, but
would when I turned the car off)

I read one post where someone said hit the gas tank with a
rubber mallet, he seemed very familiar with this car as a
police vehicle, but can't find the post again

Update, I used a breaker bar to try and rotate the crankshaft, have some play, but it eventually stops me. After I tried that, I got a little more effort out of the starting process before it seized again. Has oil
