my 2004 Mercury Marquis only blows hot air no matter what. any setting, any position

Just blows hot air usually out the heater ducts or defroster vents. has the dual zone climate control wish I didn't now! but no matter what I set it to.  It blows hot

The Blend Air Door Actuator has failed. I probably change 30 a year on our fleet of Crown Vics. Unfortunately, it's very difficult to get to. It's located on top of the hearer/AC plenum and to change it properly, the dash has to come out. There is a short-cut method of working through the glove box and breaking a few plastic components but it isn't the right way to do things. Either way - big job.
