Possibly an alarm issue. Have seen used cars where folks could not figure out how to fix factory alarm issues so they just unhooked the horns and allowed the headlights to flash for a bit when entering or exiting the car. One easy fix is to unhook the alarm wires from the drivers side door lock. This way the system will never arm itself and the lights won't flash. Everything else on door and car will work normally.
