1999 Mitsuibishi Montero XLS V6 3.0 NO SPARK

I am in desperate need of help with my vehicle.  I have a 1999 mitsuibshi Montero 3.0 V6.  Originally, my vehicle ran very sluggish in which I have replaced the following parts.

Engine completely rebuilt before I purchased by shop
Fuel pump, filter, relay,
New ECU
New Ignition control module
New AIC
New O2 bank 1 sensor 1 (California Emmisions with 2 pre cats and 4 O2 sensors)
New Crank Position sensor
New Camshaft Position sensor
New EGR solenoid
Plugs
Wires
much more.

I have no spark to the coils.  I can not hear the fuel pump turn on, but my brother says we have fuel.  No spark to ignition coils,  Truck just turns over and over but will not start.  My OBD2 tool for some reason will absolutely not connect to the car.  I have replaced the ECU because of this.  I honestly cannot figure out why the truck will not run.  I drove it into my garage, pulled out the converters, re-installed old part for a while, will not start up now.  Is there any way to completely reset and connect the ECU to the car?

I am basically having the same problem my 1991 Montero runs perfect until i hit a small pot hole or i can have it running and just shake the truck while its idling and it will die and want start then later maybe a day or two it will start back and run great until it gets jarred then it dies again
